I'm afraid I can't find the Frayling lecture anywhere. I will search more 'locally' and will let you know if it is available.
Among other things, Frayling spoke about Henry Cole, to this day the only UK civil servant with responsibility for art education to have been a practicing artist/ designer.

Interesting to see Professor Sir Christopher Frayling's lecture title which reminds me of my own lecture on Ethics in Design which I had delivered at ITU Istanbul at the invitation of Professor Alpay Er in 2009.
