I think you'll need to show us a page in question for a diagnosis.
Sorry to hear about Phil's troubles. There are what we might call 'cultural norms' on Wikipedia which can be difficult for new users. I suppose my first question would be, does your content appear to resemble that on other Wikipedia pages or does it appear markedly different? If the latter you may find you start running into problems.
The 'encyclopaedia anyone can edit' is actually 'the encyclopaedia anyone can edit as long as they 'get' quite a complicated set of house rules around notability and a bunch of other concepts'.

Hello there – anyone have experience of teaching Wikipedia editing?
I’m new myself to editing on Wikipedia and have a volunteer who I’m trying to coach as she adds and then returns to edit new pages of biographies of Manx (Isle of Man) women. My volunteer says she’s fine adding a new page but then experiences problems when she goes back to edit or add more details to the page she’s created – as she says “that it seems, is not allowed! So I have been blocked, inference being that I was spam!”
I’m hoping that when my volunteer comes in this Friday this will be an easy problem to resolve, but has anyone experienced similar and perhaps have solutions easy to pass onto Wikipedia novices?
Big thanks for any guidance as I look to calm troubled Wiki-waters… (Wikipedia’s own online help may well be the answer, but just in case anyone has other top tips.)
