When we contacted Blackboard support regarding large file sizes particularly video files, they replied saying Blackboard isn't designed to handle anything larger than 20MB and that we should look to use a streaming server. We have Helix which does offer an upload limit however only the latest version (still in beta) prevents a student from editing a submitted video after the due date.

Is the Mashup tool something which comes with your Planet e-Stream licence?
Helix does have something similar, although I believe there are a few wrinkles needing to be ironed out to make the process more intuitive for students.
Does e-Stream place any kind of lock on videos uploaded for assessment? (so that students can't upload an improved version after the assignment deadline)
