Rob,
I don't know the answer to your question, but Google n-grams confirms that
the phrase "art and design" starts becoming noticeably more popular around
1965-70, as you suggested.
You might run the same n-gram search yourself, and then use the links below
the graph to look at instances from Google Books results of that phrase's
usage in earlier periods. (Or you could skip the n-gram search entirely,
and just go straight to a Google Books phrase search, limiting your results
to whatever period you wish.)
