I had a chat with our Inter-Library Loans librarian and we think these are 2 separate issues.
The first is the development of a new way to open SED requests which doesn't require FileOpen. This will be a great improvement to users and shouldn't cause any problems with Millennium/Sierra as it's entirely to do with how the document is delivered, not how the ARTEmail request is sent.
The second is the development of the API and the deprecation of ARTEmail in the next couple of years as a way to send requests to the BL. I assume this will require III to develop the ILL module to work with the new API (has anyone talked to Innovative about this?)
Happy to be corrected if I've misunderstood any of this.

I was wondering if anyone has taken a look at the BL document delivery system which is being tested for their ILLs. Essentially, it allows for electronic documents to be retrieved and viewed on any number of devices including portable devices. From what Iıve seen, it looks like a major step up from the current FileOpen system. The only problem Iıve seen thus far is that it doesnıt work with Artemail and so I suspect wonıt be available for Millennium/Sierra anytime soon. Is this correct? The BL system is currently being tested by libraries that use Clio ILL as it already integrates with BLDSS API.
