Dear Terry,
More often than not, the problems in the peer review system stem from the
journal editors and conference organizers, not the reviewers themselves.
This is why, in more established journals, papers typically go to more than
two reviewers, and some times up to six or more. It is the editor’s and
co-editors’ job to weed through reviews and sometimes to literally edit
them.
I am not trying to say that the system is without problems but showing its
deficiencies in the way SCIgen does is a bit of a straw man argument. I
think we would be more productive if we focus on the structural issues of
the whole system such as the journal and conference inflation, pressure to
publish more and more, labor market pressures (e.g. decreasing numbers of
tenure track jobs) etc.
