Dear Majid,
Dutch design firm Metahaven combined the idea of nation branding and
speculative design with their FaceState project commissioned by the Walker
Art Center in Minneapolis MN, and the earlier Sealand Identity project at
the Jan van Eyck Academie in Maastrich NL.
An article about Metahaven's history, more of a primer to know where to
start looking:

Metahaven's monograph, discussing, among other things, nation identities:

A graphic design retrospective show in the US for which Metahaven was
commissioned to design the FaceState identity:

And an interview with Metahaven about the FaceState project:

You might also look at Sternberg Press' *Solution Series*. I haven't read
them, and they are probably even farther from non-speculative nation
branding you are likely searching for than the Metahaven work, but there
might be something there for you too.

Hope there is something helpful in all this, it's definitely an interesting
area.
