Thank you for your replies about the access arrangements.
I contacted JCQ and this was Nick Lait's answer:
'Any queries regarding Functional Skills and/or vocational qualifications must be referred to the relevant awarding body. The JCQ does not deal with any queries regarding the administration of BTEC qualifications.
Where a candidate progresses from GCSE to GCE qualifications and a fully completed Form 8 is in place, ie Sections A, B and C, and the candidate requires 25% extra time, a computer reader, a reader and/or a scribe, then a re-assessment of their needs is not necessary.
The SENCo, or an equivalent member of staff, would produce updated centre based evidence as per page 23, 37 and/or 49 of the JCQ publication 'Access Arrangements and Reasonable Adjustments'. All six bullet points would be addressed on centre headed paper, signed and dated, and attached to the front of Form 8.'

No, they don't. The rules have changed. As long as the report was conducted no earlier than the start of year 9. See my email below. I have checked this with JCQ.
The printout that you print off will gave a expiry date of 26 months, but you just need to reapply on line, you don't need to reassess them.

Most access arrangements are only valid for 26 months so they need to be re-assessed.

Therefore they do not need to be reassessed after 2 years. However clear evidence that it is still their normal way of working must be available for inspection.
The only arrangements where they need reassessing after 2 years are extra time over 25% and oral language modifiers.
That is my interpretation of it anyway.

Hi everyone,
I have a couple of queries please:-
1. We have a number of students whose Access Arrangements have
expired (after 26 months) but who are still studying at this college. I have been asked to find out whether full re-assessments are then carried out by SENCO’s/Learning Support teams or whether an informal chat with the individual is deemed to be sufficient to see if their needs have changed (and then a note of this conversation is then added onto Promonitor).
Does anyone have experience of how a JCQ Inspector would view this?
2. When a student has progressed from Level 2 with access
arrangements of 25% extra time and a scribe (as it is their normal way of working both in class and for exams) to Level 3 with 25% extra time and a digi recorder (for independent learning) as their normal way of working in class, would that student still be allowed a scribe in exams, so as not to disadvantage them?
I would be grateful for any advice regarding your experiences.
