I'm reviewing membership for Birmingham Children's Library and would really appreciate your input. Can I please ask if your authority still uses a joining form and/or require parental permission? If your answer is no for either or both - why? And what is your legal position in reclaiming fines/lost items?
In 2012 our Legal Dep said we should have parental permission as without we would be unable to recover the costs of any lost books, videos, etc, or outstanding fines from a child. (A contract with a child would not be enforceable.) All under 16's must have parental permission for us.
