Hi Trevor
As a low-cost low-tech experiment why not try using the tools already
in-built to Wordpress? We use Drupal rather than Wordpress for the sites we
make, but I'm sure they have similar features available.
Here I'm thinking you could turn on commenting or tagging on the record
pages and also provide users with some guidance as to what they should do
and the language they should use.
If it works and you end up with lots of comments or tags, these could later
be extracted and turned into a meaningful taxonomy or classification - not
by you, obviously.
This way you can see if anyone is interested in taking up your challenge
without spending much money.
