I've just looked at one example and the learning aim is definitely a level 2 on the hub, so I imagine they will only count as a pass on the ILR if they actually achieve the full level 2 qualification.
It seems in an effort to not have students 'fail' a qualification, they can get a level 1 certificate if they don't meet the criteria at level 2 but do meet it at level 1, they are only classed as a fail (qualification wise) if they don't meet the criteria at level 1.
Seems a bit strange as, if I'm interpreting this correctly, our MIS system will show the student as a fail (or a partial achievement) but they could in fact get a full certificate at the lower level.
Anyone understand this better?
