I would say that you need to establish what the expected outcomes are then you can set a measure so the outcome is that all policies will have clear auditable trail of evidence to support them and the measure would be number of policies with a clear auditable trail of evidence.
You could also measure number of policies with clearly defined outcomes, smart objectives etc. You would obviously have to define terms.

I'm writing a knowledge mobilisation strategy and have two questions that I'd like to ask the group:
What metrics can we use to measure that the organisation (a public health org) is being evidence-based? I think things such as frequency of citation of secondary evidence is pretty poor (it has been suggested to me!). I was thinking of things like (1) stating clear, measurably, outcomes (2) ensuring any policy/action is backed up with a 'robust' literature search (3) there is a clear section dealing with how the evidence has been processed and accommodated into policy/practice (4) there is a clear plan and timetable to evaluate the intervention. But all contributions welcome. An important aspect is that the workforce are educated/proficient in 'evidence'. Are there any good example of training programmes in evidence, evaluation etc within a large organisation? Best wishes
