I really agree with you: I think that a democracy with stable institutions has some advantages to develop the idea that people should have a voice in anything that's going to affect their lives.
I'm Brazilian and Brazil, as you might know, was under a dictatorial regime that began to end by twenty-nine years ago. At the time of the dictatorship there was no freedom of the press to delate or control agencies to investigate crimes of corruption. So that damaging process along with authoritarianism is our legacy of a smooth transition. You can see the results of this in the street movements, which in turn are still disordered and have no other strategy than to make themselves heard, sometimes violently. So what I think, without any real research on that matter, just reflecting, is that people here are learning how to express themselves. We have already some good examples of this in the political process, but we're far from a good methodology in the design process.
Edgar Morin, an author that I have studied in my research, recently wrote a book [2011] that addresses the general problems of the complexity of today's world, citing some examples of work with participation of the people involved: "La voie" [in French] and "O caminho" [in Portuguese]. He had tried to point out some trends, based in his research for more than sixty years, looking the world in a different paradigm: his theory of complexity.
Other interesting texts are in "Transdisciplinary kwoledge production in Architecture and Urbanism", that deals with some kind of process with participation in articles organized by Isabelle Doucet and Nel Janssens [Springer/2011].
