At risk of seeming self-serving, I've run workshops on interpreting OR reports, as well as how to do manual investigations of suspect materials. Playing with Turnitin reports is something of a fine art; certainly teachable, but I'd recommend either a central core to support academic staff or very clear guidelines and training for lecturers, with departmental mentors to aid tutors in evidence gathering/preparation.
