And how did masts Cantley and Winn propose to measure such practical experience and common sense?
Again how are LA/EA measuring competence for NPPF purposes - yes I have read and understood the definition provided in NPPF - but what degree is relevant, what professional qualification is appropriate and what experience type/ length is suitable?
Does any body have a list of competent persons, if son can I have a copy? Has any body challenged membership of that list - if so on what grounds.
If this is in NPPF, then surely somebody has got some idea?
