I think the thinking behind classifying mixed waste as hazardous waste in this case is to prevent such mixed wastes being reused inappropriately as daily cover or similar, in which case the presence of asbestos in the soil presents a continued risk.
There are sorting procedures that will deal with "visible" pieces - it comes down to the cost of employing humans to hand pick it over the cost of haz waste disposal; I have worked on a few projects recently where we have endeavoured to reuse all such materials on site. The safest way to deal with asbestos is quite frequently on site burial under 300mm of concrete; its cheap, its sensible and it doesn't sterilize huge volumes of expensive limited landfill capacity although I do wonder if landfill operators are struggling given the increasing desire to avoid landfilling at all cost, especially haz waste.
