I always thought that membership of a recognised professional body was a good indication if somebody was competent; because a professional body will have a code of conduct.
For example my professional body (The Geological Society of London) has a Code of Conduct that says:
"Fellows who provide advice to others, whether to clients and employers in a professional capacity, through membership of committees or to the general public directly or via the media, are required, under the Code of Conduct, to restrict such advice to their own areas of expertise".

"Competent person (to prepare site investigation information): A person with a recognised relevant qualification, sufficient experience in dealing with the type(s) of pollution or land instability, and membership of a relevant professional organisation."
I'm happy for LA to have this grey area and for them to decide as they see fit. The NPPF shouldn't really need to be any more prescriptive than it is.
