Mike's message reminds me of a time when I was working at a different place from the one I work at now. I took a call from someone at an essay writing service who was absolutely furious that a student still hadn't paid for the essay, saying that they were going to take her to court. That student was double busted, in effect. Not only caught cheating (in pre-Turnitin days) but also facing a court case for her troubles.

Prohibition doesn't work.
It's almost tempting to offer a cheaper service, provide bespoke essays then submit the original to TurnitinUK, so that when the copy is handed in, there is conclusive evidence. A honey pot trap.
Unethical, of course, but it would undermine the copy shops, who from my own research often plagiarise, rather than actually writing the essays. I'd love a student taking these companies to court for fraud/breech of contract.

May I venture a slight positive spin on this (apologies for being over optimistic). Having worked in service sector, you tend to hand out flyers when your business is in trouble or is new to market, and the normal processes to getting new clients isn't working. Such an overt recruiting process seems rather desperate for a service which is meant to be endemic and infinitely more accessible on the internet.

This is an interesting take and one I hadn't thought of before. If we assume that many of the smaller operations are run by only a few people but the use of them is, as you suggest, endemic, would flyering not be a good way to get direct access to students in a competitive market?
