I agree in principal with Dr Kale.
If that is a service you are being asked to provide then that is what they want.
And in this time of competition- if you can not provide it, they might try somewhere else.
I would be interested to know whether there were other ways you could provide it - for example - could the GP request a different test code i.e. "?DM HbA1c" - then lab/they would know it was one that required different action from a "Monitoring HbA1c" request.
Could those test codes then be routed to a different follow up in the GP surgery in order that they were processed correctly.
The phoning mechanism is the problem - it doesn't need to be the only way to communicate abnormal/urgent/results that require attention.
