Reading your comments and question I wish to add the following
perspective to your discussion:
In Nederlands (the Dutch language) the 2 words used to describe
designing are 'ontwerpen' (I guess its a similar word to entwurf) and
'Vorm-geven' (giving form).
Till the adoption of the word 'design' in the late 1990's (as far as I
can recall) a designer was called either an ontwerper or a vormgever.
Now while the latter implies giving form - possibly in the same way that
raymond loewy has been working, the first has a ring to it of a deep
process of development to it (possibly due to its phonetic relation to
the word 'ontwikkel'- meaning develop in Ducth).
