Hi Anita,
City of London Libraries don't charge for the use of our flatbed scanners, but do charge for any printouts.
Despite a desktop icon for scanning and an automatic process (with instructions!), it can be staff intensive. Currently we do not charge for staff involvement in any public computing issues.
