Can someone come up with a cost of not treating migrants or visitors? All sorts of interesting diseases arriving with visitors and if not treated due to this sort of stuff could have huge negative effects (UN in Haiti??)

I see that the Government has found some obliging researchers to confirm their conviction that foreigners are soaking the NHS:
"Temporary migrants cost NHS up to £2bn a year, says study"

The article says the study (by a firm called Creative Research) is hedged around with ifs and buts - and that the "the NHS had only recorded £33m of charges to foreign nationals, of which £12m was written off".
Anyone know anything about this? Who are these guys?
On Start the Week yesterday (Radio 4) Kwasi Kwarteng MP (Tory) was asserting that foreigners are a burden on the NHS without anyone challenging him.
Is this not one more glaring example of the Big Lie that must speedily be hung, toilet-seat-wise, around the Governmental neck?
