We started using the EMI-3 APEL publisher at RAL last week, with EMI-2 CREAM CEs and batch server (Torque) and also EMI-3 CREAM CEs (Condor). The EMI-2 CREAM CEs and Torque batch server have EMI-3 APEL parsers on them, of course.
I used Quattor to configure the MySQL database and generate the appropriate config files for APEL. I would imagine that Puppet should be able to do the same thing. I only needed to make minor changes from the default config files.

I'm currently using EMI-3 CREAM servers with EMI-2 Apel! It works OK.
But I'm thinking about upgrading to EMI-3 Apel publisher to make things line up, i.e.
Publisher:
> apel-lib-1.1.2-0.el6.noarch
> apel-client-1.1.2-0.el6.noarch
> apel-ssm-2.1.0-0.el6.noarch
Is anybody using it? Does it work OK with TORQUE?
I know I need to upgrade the parsers to EMI-3 too, as EMI-2 ones are not compatible. It's a bit of a palaver to upgrade to tell you the truth because YAIM is gone.

But it's a lot of manual hacking, so I'm scripting it myself instead with puppet and bash.
