Nice to hear a voice from the world of illustration!
Given the amount of time devoted on this list to trying to decide what 'design' is, I am wary of getting into the quagmire of definitions of 'art'. But I have to say I am not happy with the emphasis on context as a reliable guide. I wrote about this in my recent book with Morag Styles- context seems to have become a useful and sometimes lazy way of ascribing status ("if it's on a wall, it's art; if it's in a book/magazine, it's illustration"). I would say that Sue Coe's work challenges audiences in all context's- magazines, self-authored books (e.g. 'Dead Meat'), gallery walls etc. When she is commissioned by a magazine, I would venture to suggest that she is not so much concerned with "bringing some clarity to a passage of written text..." as providing a visual counterpoint to it, a parallel viewpoint that augments and develops the reader's experience. This is often the case with the best contemporary illustration as practitioners become increasingly authorial. And we must not forget that much of what we regard as great art today was originally commissioned 'commercial art'. I have always like that term.

In the area of illustration, the question "is illustration art or design?" often comes up. The answer is always context. Take, for example the artist/illustrator Sue Coe. Coe has been commissioned to illustrate for numerous editorial publications. In that context her images are illustrations used to bring some clarity to a passage of written text. This can be seen, in the context of design, a means of providing service to an audience, i.e. the readers. This is design. In some instances images that Coe has produced for magazines have then been re-used and exhibited in art galleries. This time her images are used to challenge an audience, to make them question their attitudes. In this context these very same images are now art. So, context, context context. Design CAN be art.
