I don't know how regulating the price of graphic design would work. How would it effect competition?
Many, many years ago, Saul Bass had a large building on Sunset Boulevard and a large staff. I had studio space in my house in Venice and just me as the total staff of Gunnar Swanson Design Office. Saul and I talked about how I could get rich doing nothing but the sort of job he had to turn down because of insufficient budget. We had very different roles in the ecosystem.
If our prices had been controlled, why would anyone have chosen me instead of Saul Bass? If prices were now controlled, why would anyone choose one of my recent students rather than me?
I'm not arguing against the suggestion as much as I'm trying to figure out how such a thing functions; I really don't understand what's being suggested and how it would work.
