Dear friends of Inclusion Europe,
Having a say in decisions that affect us, knowing our rights and responsibilities and making our own choices is an integral part of who we are and the role we play as citizens in our society. As 2013 has been named the European Year or Citizens, persons with intellectual disabilities will claim their right to take an active part in society during the 3rd European of self-advocates held in early October in Zagreb under the title ‘Hear our voices: Citizens First!’.
An inspiring self-advocacy role model is the Spanish Ángela Bachiller who made headlines as she became the first city councillor with Down syndrome in Spain. Her appointment generated significant media attention and the newest city councillor of Valladolid did not miss the occasion to highlight the abilities of persons with intellectual disabilities and called for the universal right to vote.
As emphasised by Ángela Bachiller in a recent media interview, society can be changed through education. Since 2002, the UNESCO with the support of the State of Kuwait awards individuals and organisations who have contributed to the promotion of inclusive education with UNESCO/Emir Jaber al-Ahmad al-Jaber al-Sabah Prize. A new call for nominations has been launched this summer and is open until 13 September.

Prize for contributions to inclusive education: call for nominations
The call for nominations for the UNESCO/Emir Jaber al-Ahmad al-Jaber al-Sabah Prize to promote quality education for persons with intellectual disabilities has been open. The aim of this prize is to reward activities of individuals, organisations or centres that have contributed to the promotion of quality inclusive education.

Ángela Bachiller is the first city councillor with Down syndrome in Spain
Spain’s first town councillor with Down syndrome was sworn into her office on 29 July 2013 in the Spanish city of Valladolid. The new councillor, Ángela Bachiller takes up this position after working for two and half years as an administrative assistant in Valladolid’s Department of Social Welfare.

What happens when persons with intellectual disabilities need legal services?
Legal services are largely inaccessible for persons with intellectual disabilities, a recent study in the United Kingdom confirmed. This study published on 29 July 2013 presents the findings of a research carried out by Norah Fry Research Centre on behalf of Mencap, the Legal Services Board (LSB) and the Legal Services Consumer Panel (LSCP).

MDAC called on the Commission to withdraw funding used for institutionalisation of persons with disabilities
The Mental Disability Advocacy Centre (MDAC) asked the European Commission to withdraw 12 million of European tax payers' money, a lot of which is used to fund institutions in Hungary. Placing a person with disabilities into any type of institution is contrary to international human rights law and a violation of their right to live included in the community as enshrined in Article 19 of the UN Convention on the Rights of Persons with Disabilities.
