There are drawings of some of the podial bones of South American Otaria in:
Murie, J. (1874) Researches upon the anatomy of the Pinnipedia. Part III. Descriptive anatomy of the sea-lion (Otaria jubata). Transactions of the Zoological Society London 8. 501-582.
Another source of drawings, although for northern hemisphere species, is:
Howell, A.B. (1929) Contribution to the comparative anatomy of the eared and earless seals (Genera Zalophus and Phoca). Proceedings of the United States National Museum 73 (2736) 1-142.
Both are available online - search using titles.
