The purpose of the Act was to provide transparency for the general public, not to burden the public sector with work for the private sector, so there may be grounds for saying no - ?commercial confidentiality
If I recall correctly, BIVDA barred their members from using FoI for market research, so they may be of some assistance

We have received a FOI request from http://www.labscompare.co.uk/ that is asking quite detailed questions on both our organisation and work undertaken. This is clearly for commercial use, assuming we are not the only lab involved what have other organisations views been on this?
