Not sure if I've missed some of the debate around this but here goes....
Can you clarify what you mean?
What sort of size images are you looking at?
What do you mean by download?
Our Black Country History website provides access to over 35,000 images with a CC by nc licence. By access I mean users are free to save images using the functionality of their browser, there is no download this image link. Also the images are only 600 pixels wide so we aren't talking about high resolution images.
In addition we have put a smaller selection of the same size images onto Flickr under the same licence.
We have also added a small number of images to Wiki media - I would add more but my work load doesn't allow me to spend time sorting out which images I am happy to upload there.
Our decision to only offer low Res images for free from the BCH website was a commercial one - we try to sell the high quality, high Res versions through sites like Alamy, Getty and Bridgeman to raise income to help support further digitisation.

Dear all,
I am conducting some research into museums which offer free downloads of
digital images from their collections for reuse for personal or educational
use.
I would like to know what museums you know that allow free non-commercial
downloads. I have a small list already and I would like to make that list as
comprehensive as possible.
Of course I will share my findings with members of this group.
