The Sieghart review on ebook lending clearly demonstrated that local
authorities (public libraries) are not yet trusted by publishers to deliver
their digital content (ebooks) to consumers.
Question 8 asks:
"Has your organisation created a Digital Strategy to guide its digital
developments?"
If so it would interesting to know where libraries figure in digital
strategies where authorities have them

And as well as highlighting the positive contributions maybe they would also
like to highlight how cuts and 'hollowing out' are making it
difficult/impossible for some/most Public Library Services to deliver/assist
the e-gov, e-benefits and PLIO agendas with less staff and less resources.
