When you say that the "Max value" is below 2.3 in FSLView, do you just mean that the value in the "Max" box is 2.3? That box controls the display range for determining colours, and does not reflect the absolutely Max and Min values in the data. You can see the data values in the "Intensity" box when you click on a voxel. If you change the Max and Min values of the display range to, say, 5.0 and 2.3 (that is, 2.3 for Min) then this will show you, in colour, anything that is above 2.3 (as anything below the Min value is treated as transparent, and looks black if that is the only image loaded/visible).
