I cannot see a problem with the labellings in this atlas.
Can you describe exactly what you are doing that leads you to believe there is a problem?
It is worth remembering that the index values in the xml file give values that start from 0, which are consistent with the volume numbers in the 4D probability images in the atlas directory, but that the labels in the maxprob images are always one greater, since they start at 1, not 0.
