I am a little concerned about the concept that managers should inform about
any risk that is not adequately controlled. This could be taken to imply
that it is acceptable to have tasks where risks are not adequately
controlled. It is a legal duty under COSHH to adequately control all risks
due to chemical or biological exposure. Health surveillance will only detect
where damage to health (albeit perhaps only at a sub-clinical level) has
occurred and is not a substitute for adequate control.
