Seeing what others are doing should definitely be a part of deciding on the website layout but I'd say it's no substitute for reading the guidance available from SOCITM which is available to anyone who registers with a .gov.uk e-mail address (eg. http://www.socitm.net/info/214/socitm_insight/182/better_connected_2013/1)
I'd also recommend doing some analysis of the Google analytics data from your current website that would hopefully have been collected by the webteam or whoever is in control of your website.
If you've got the funding for it then it's also very useful to conduct user testing so you can observe how people expect to be able to use the site and alter it accordingly.
