While supporting the sentiments apparently expressed (.pdf would not open), I fear that in computerised environments, "Order-comms" runs more easily off the tongue than "req-comms" (wreck?). CPRE is the Council for Protection of Rural England, and CPR is alas too late to revive the monolithic NHS computer system.
