Execution for heresy was pretty much always done by secular governments. I believe the term is 'relaxation to the secular arm'. Except in regions where the local ecclesiastical authority was also the head of the government, clerical institutions generally did not have the power to execute on their own. Instead they handed over convicted heretics to secular authorities with a recommendation that they be executed. Sometimes secular authorities co-operated, sometimes they didn't.

Well, the aforementioned Henry Crumpe was accused of claiming that John XXII had wrongfully condemned three articles in a papal bull, that Honorius III had been seduced by magical dreams sent by the Franciscans, and that the pope lacked the power to condemn as heretical contingent propositions. For these claims (and others), he was apparently declared in error and lost his teaching license.

There are quite a number of wayward nuns in England in this period, some of whom were clearly engaging in sex, but none of whom were burned.
