Abstract
Quality of road service (QRS) hinges on service provider and user assessment inputs. Ignoring users’ perception, empirical speed/flow data are often superimposed on predetermined theoretical level of service (LOS) chart. This US Highway Capacity Manual approach gives generalised and somewhat doubtful results when used on roadways outside the USA. Consequently, I developed a reflective two-stage approach with global appeal. The first stage is the formulation of road specific speed/flow criteria; in stage 2, travel speed and flowrate are adjusted to headway and percentile distributions; then the service provider level of road service (LRSp) is determined. Travel time is determined separately as road user level of road service (LRSu). For QRS validity LRSp must either be equal to LRSu or show a reciprocal relationship.
About the Speaker
Dr Johnnie Ben-Edigbe is an associate professor and head of road safety engineering research at the University of Technology in Malaysia (UTM). He has a PhD in Civil Engineering from University of Strathclyde and earlier degrees from Salford University and London South Bank University. He has worked as highway engineer for the London Boroughs of Sutton, Merton and Croydon; Birmingham and Coventry City Councils and Amey Mouchel-Telford. He teaches highway geometric design and road safety engineering at UTM.
