Hi Anne
Yes it is - try JournalTOCS https://twitter.com/JournalTOCs
Or ZETOC from the British Library if you have it.
Kind regards

Subject: [lis-e-resources] e-journals - alerts?
Hi all,
We would like to enable our users to create alerts when accessing e-journals, for example by title, TOC, subject etc. I wondered whether anyone had experience of this and if so, how this was achieved and whether it is a popular service?
Many thanks,
Anne
