I am confused....
We are supposed to be "double locked" - i.e. the JCQ ice book talks about 2 or 3 people only having access to a room, in which there is a cabinet to which the same 2 or 3 people have keys.
If you have the store room door key, and the cabinet key, in the same safe, then you only have 1 level of locking because anyone gaining access to the safe has both keys?

1. We have five lock-able cabinets within our Exams Store, each cabinet has a separate key, these keys are kept within a small lock-able walled mounted cabinet with the exams store. The key to the small cabinet and the key to the exam store are kept in a tin, inside another cabinet within the Exams Office. All exams personnel have access to these keys. JCQ Inspector has been in many times and is happy with our security.
2. No keys are taken home by examination staff. Store key and key to "keys cabinet" (see comment above) are kept on the premises, within the exams office, at all times, but out of sight of general staff.
None of the keys have name tags or any identifying marks.

A couple of questions
1. With regards to the keys for the exam paper cabinets in your secure room (not the keys for the secure room). At your centre does each holder of the secure room have a copy of the keys for the cabinets? Or do you have 1 set of keys stored where you can all access them? If so where and has your JCQ inspector been happy with this?
2. The JCQ states that you can only have 3 key holders. How does your centre cope with risk of all 3 key holders not being able to get to the college (eg because of adverse weather)?
