As promised I have put together a letter which you can add to, alter or change in any way to suit your particular centre, concerning the JCQ ICE book and the 'Early Opening of Question Papers' regulation. The letter should be sent and signed by your Senior Management Team where possible and addressed to Deborah Ribchester at AoC who is co-ordinating on this issue and taking it up with JCQ.
It should be noted that the issues which have arisen concern mainly Sixth Form Colleges and those FE Colleges with large cohorts of GCE A Level candidates. My proposals do not involve schools which have by comparison to our centres, small cohorts of candidates. Nor would the proposal mean a blanket authority to open question papers early but be limited to those days where a clear need can be demonstrated - criteria to be established.
While this letter is mainly intended for AoC, there would be no harm in you raising the issue with Nick Lait at the JCQ who is aware of my proposals and is willing to work with the AoC to find a way forward on this issue. It was interesting to see that of the exams managers/officers who attended the conference sessions on this issue, only one out of about 45 did not admit to opening question papers outside of the permitted time.
