A text that has been recommended to me by a colleague in Higher Education Policy and Administration is:
Bresciani, M. J., Moore Gardner, M., & Hickmott, J. (2009). Demonstrating student success: A practical guide to outcomes-based assessment of learning and development in student affairs. Sterling, VA: Stylus.
I've only just skimmed the surface, but it is a broad introduction to assessment and how the various aspects of institutional planning (mission, vision, goals, values, etc.) dovetail with assessment, and of course learning outcomes. While it's from the perspective of student affairs, it looks like a good overview of assessment, providing examples of different methods for assessment and how to navigate some of the challenges of doing assessment.
