I had the same arguments with my support team over the past few years but managed to eventually get them to realise that access arrangements can only be applied for if the studnets need the arrangements during their everyday classes and NOT just because they get nervous during the exam.
The regulations are fairly specific these days, they've become clearer over the last couple of years and really the support staff shouldn't still be arguing this point.
Almost all students get nervous when sitting an exam and most don't preform as well as they would nomally, but access arrangements are about giving those students with specific dificulties, for which they need and use support on a daily basis, a level playing field on exam day.
I make it clear to students, if they refuse support in class they can't then expect it for their exams.
Stand firm.
