Just to develop the idea of who to talk to and their theories, I ended up focussing on the contextual factors which support mechanisms firing at different 'levels' of staff groups within organisations for my dissertation (which was a realist review into the one stop shop for women offenders). It was a helpful way to understand the complexity of what is working and how it's working, as well as a way to begin to explain why it worked for some (people/in some places) and not as well for others.
