No. DOET primarily deals with product design, and in the realm of product
design, most of the principles are either what is today called "interactive
design" or "Human-Centered Design" methods. (Note that despite popular
convention, I believe interaction design extends to all human interaction
with things (physical things, virtual things, and services). Somehow or
other web and app designers seem to think they own the term. Nonsense.
And nothing particularly Brazilian about projects always being late and
above budget. It is a world-wide phenomenon. (Probably fundamental to the
human gene pool (joke).)
