I can understand your reticence. If you advise your client that you are
providing a report which will only be seen by their manager and HR then from
an ethical standpoint I would feel uncomfortable with loading a report onto
a file to which others would have access. As you say, a previous manager may
have access too.
My strategy would be to continue to provide the report to the manager and to
HR and let HR deal with how they store that material and who has access to
those electronic files. There is a data protection issue at the heart of
this - perhaps that may be part of your discussion with them. My experience
of working with a particularly difficult HR department is that they did not,
and did not wish to understand health care ethics. Perhaps this is the same
where you are now working.
