This is a perfect case where a little bit of history is priceless!
Let me suggest these two articles by Joseph Rykwert:
"Lodoli on function and representation", The architectural review, vol. 160, N° 953, 1976, 21-6.
"Louis Sullivan and the gospel of height", Art in America, vol. 75, N° 11, november 1987. (sorry, I don't have the page numbers at hand)
What is interesting about them is the discussion of, precisely, what the word "function" might mean; in earlier stages of design history, it wasn't a synonym of "use"...
And of course, there is Louis H. Sullivan's manifesto, "The Tall Office Building Artistically Considered":
For further discussion of the "form follows function" motto, I'd recommend Jan Michl's "Form Follows What?" (1995). This article is also full of other useful references.
