Does anyone have any knowledge of what book licensing agreements there are for academic, private libraries not covered by PLR - or where/how to find out?

Yes, it's a very complex issue and you have a point.
Meanwhile the DCMS seems to be getting into more & more of a muddle over the whole issue.
So far the only voice to speak with authority and sense on PLR has been the small, highly respected, super-efficient PLR organisation itself.
Guess what - the DCMS wants to abolish... er, I mean 'transfer' it!!
