medieval-religion: Scholarly discussions of medieval religion and culture

My basic question, Is there any conciliar pronouncement like that of the
Council of Tours asking priests to preach in the language of the
people? Specifically these words "ut easdem omelias quisque aperte
transferre studeat in rusrkam Romanam linguam aut Theotiscam, quo
facilius cuncti possint intellegere quae dicuntur". Were sermons,
without the urging of conciliar pronouncement, delivered in whatever
English or Anglo-Saxon was spoken in each region?
