On our Z39.50 server the bib number is presented in another field. You cannot rely on it being on 001 as that is editable and there's no way that I know of to force it to be the same as your bib number.
I think that when I arrived here our Z39.50 server did not give the bib number in results. But I asked Innovative whether this was possible and they were very quick to turn it on. I can't remember off-hand what field it's in. Somewhere in the 900s.
