May another librarian (and former member of the editorial board of the journal in question) weigh in?
I agree it is not helpful, and rather antiquated practice to circulate ToCs to lists.
As well as ZETOC, Journal TOCs is a pretty useful tool : http://www.journaltocs.ac.uk/
Given the ease with which one can embed RSS feeds from journal contents pages into web-based current awareness tools (see http://www.netvibes.com/westsussexprimarycare#Primary_care_journals
for an example), sending them round e-mail lists seems a little last-century.

I am also a librarian, but if I want to look at journal content pages then I subscribe to them or use software such as ZeTOC. If all the professions represented on this mailing list posted content pages from their professional journals then we would be inundated with journal content pages and we would lose the useful and relevant discussions that we have because people would be too busy going through all the content pages. I personally think that we should browse our own professional journals and then use the mailing list to share and highlight articles that engage all the different disciplines.
